Balance-Shifting through 'Soft Tactics': A Case Study of Baloch Insurgency
This study analyzes the ethnic nationalist movement among Pakistan's Baloch population. The current multifaceted and multi-focused approach of this movement is the result of its development through several periods. Nationalists' use of gentler methods has contributed to the current wave of insurrection. This movement has matured into a class struggle with a militant element that uses both hard and soft tactics to achieve its ends. The advantages and disadvantages of the Baloch Insurgency have been evaluated by looking at how soft tactics fit into the theoretical framework of irregular warfare presented by James D. Kiras. This insurgency has shown, through its use of soft tactics, that it is nearly successful despite the best efforts of law enforcement and the government. The state must guarantee that no resident is without access to food, clothing, and shelter. Local authorities should also discourage nationalist and separatist movements from developing in
the region.
